Description
NASA is conducting market research and a sources-sought inquiry for a planned multiple-award Blanket Purchase Agreement supporting its real property portfolio. The anticipated scope includes real estate strategy and portfolio optimization, feasibility and development studies, USPAP- and potentially UASFLA-compliant appraisals and valuations, lease-versus-build analyses, Enhanced Use Leasing and public-private partnership advisory services, acquisition and disposition support, title and chain-of-title research, legal descriptions, surveys, mapping, market research, brokerage for unique federal assets, and on-site real property support at NASA Centers and other domestic or international locations. Respondents are asked to submit capability information, relevant project examples, socioeconomic and teaming information, feedback on the draft Statement of Work and acquisition strategy, and detailed responses to technical capability and scenario questions. The response includes a required cover page and multiple narrative sections with stated page limits, including capability and experience, socioeconomic status, draft SOW feedback, contract structure recommendations, technical capability demonstrations, scenario responses, and up to three relevant project demonstrations. Formatting requires 12-point Times New Roman or Arial, one-inch margins, and single spacing. This is an RFI and sources-sought notice, not a solicitation or commitment to award a contract.
