Description
The California Franchise Tax Board seeks two qualified expert consultants to provide as-needed real estate appraisal consulting services. The work includes reviewing taxpayer appraisal reports; analyzing retrospective fair market value for donations and property disposals; preparing narrative review reports, expert appraisal reports, and narrative rebuttal reports; and providing expert opinions concerning residential, commercial, industrial, mixed-use, conservation easement, and historic preservation easement properties. Deliverables must comply with the Uniform Standards of Professional Appraisal Practice (USPAP), accessibility requirements, and specified secure-transmission requirements. The resulting agreement is a three-year, as-needed consulting services contract. Proposers must demonstrate relevant company experience, provide two qualified key staff with active real estate appraiser licenses, submit resumes, four recent sample reports, two customer references, mandatory administrative forms, and completed cost worksheets. Most services are remote, but physical property inspections may be required when an expert appraisal report is requested.
