Description
The City of Los Angeles Harbor Department is soliciting proposals from qualified appraisers currently licensed and certified by California's Bureau of Real Estate Appraisers. The selected firms will provide a full range of as-needed services, including residential, commercial, industrial, improved and unimproved real property appraisals; appraisal reviews; benchmark appraisals of industrial port properties; institutional rate-of-return surveys; market rent studies; feasibility valuation support; and related meetings and consulting services. Work may involve maritime properties, waterfront assets, port-related facilities, and various property interests, and must comply with the 2024 Uniform Standards of Professional Appraisal Practice or the latest revised standards. The Harbor Department intends to establish a list of approved appraisers for three years, with any resulting agreement limited to a maximum one-year term and no guaranteed work, number of assignments, or fees. Proposals must address qualifications and experience, staffing, appraisal documentation, responsiveness, and costs, and include the required scope-of-work and cost form, references, a recent self-contained narrative appraisal sample, resumes, business-enterprise documents, an insurance verification letter, City Ethics Commission Forms 50 and 55, and a signed acceptance of standard contract provisions and Executive Directive 35 requirements.
