Description
Fulton County is seeking a qualified consultant to perform a rural land schedule reappraisal. The work includes developing land values for small and large rural tracts; reviewing sales to determine timber and other non-land values; classifying tracts by size, accessibility, desirability, and land type; developing adjustment schedules; determining absorption rates where sales are insufficient; preparing narrative descriptions of valuation schedules and methodologies; and generating sales ratio studies for all property types. The schedules must comply with Georgia Department of Revenue rules and regulations and be uploaded into the Enterprise Assessment and Tax system. Required deliverables include monthly written status reports, land values and tract classifications, supporting schedules, sales data with extracted timber and non-land values, accessibility and desirability adjustments, narrative documentation, and sales ratio studies meeting Department of Revenue and Board of Assessors standards. The project is expected to be completed for use in the 2027 tax digest, with development and testing completed by the first quarter of 2027. Proposals must include a technical proposal, cost proposal, required purchasing and compliance forms, relevant experience and references, key-personnel information, and required insurance documentation.
