Description
The County of Maui is seeking a qualified and experienced firm to provide as-needed fire code plan review assistance for building permit applications and fire protection permits. Services include reviewing plans, reports, specifications, forms, and supporting documents for compliance with applicable fire codes and State and County amendments; communicating deficiencies to applicants and professional representatives; conducting electronic plan reviews; and reviewing resubmittals and revisions through approval. Work must be performed by appropriately licensed or qualified personnel, including ICC- or NFPA-certified staff or equivalent professionals. The selected firm will use EnerGov and Bluebeam, with software access, licensing, functional support, and training guidelines provided by the County. The County reports approximately 1,000 plans annually over the past two years, expects a 30% increase in review output, anticipates an additional approximately 30% increase in residential fire plan reviews, and estimates an ongoing workload of approximately 25 to 30 plans per month after the initial backlog transition. Primary plan review pricing may not exceed 12.5% of the building permit fee, although proposers may submit their own fee structure for evaluation; hourly billing rates are required for complex or high-valuation projects subject to an adjusted sliding-cap approach. Proposals must address qualifications, relevant public-sector experience, staffing and resources, implementation schedule, financial stability, workload, references, and acceptance or exceptions to the County's sample contract.
