The City of Cortez is soliciting proposals for comprehensive roof replacement at the Cortez Recreation Center. The work includes removal and disposal of the existing roofing system; inspection and replacement of deteriorated substrate; installation of new coverboard, tapered insulation providing a minimum R-30 equivalent, and a fully adhered 60-mil TPO membrane or approved equivalent; replacement of perimeter edge metal, coping and parapet caps, termination bars, flashing, penetrations, boots, and equipment flashings; restoration of roof drains for positive drainage; and all required waterproofing, sealants, accessories, and final inspection. The project includes approximately 14,500 square feet of flat roof and 3,500 square feet of wall membrane, with sloped roof sections included in the overall replacement area. A minimum 20-year no-dollar-limit manufacturer warranty covering materials and workmanship is required. The Recreation Center will remain operational during construction, requiring coordination with City staff, equipment outages, staging, access, and work sequencing. Proposers must demonstrate relevant commercial or municipal roofing experience, identify key personnel and subcontractors, provide a project approach, schedule, quality-control plan, safety information, and evidence of financial and bonding capacity. The proposal must use the City’s Appendix C Cost Proposal Form and include a bid bond or certified check of at least 5% of the bid price. A mandatory walkthrough and site visit is required for new bidders.
