Description
The City of Farmington is soliciting proposals for full-service utility statement processing and mailing services for the Farmington Electric Utility System and related utility customers. The selected contractor must receive and process daily data files; produce utility statements, overflow pages, disconnect notices, and shut-off notices; provide variable messaging and usage information; fold and insert statements and supplemental materials; apply postage; and deliver mail to the United States Postal Service the same business day. The scope also includes paper stock and envelope procurement and inventory management, blank forms and envelopes upon request, selective pulls, suppression of designated bills, bar coding, optical-character-recognition scan lines, test runs, daily reporting, electronic bill access, and integration with the Central Square data platform and Invoice Cloud. The proposal must address qualifications and experience, similar utility statement projects, five recent client references, methodology, mailing and postal-delivery performance, data-security measures, disaster recovery and backup procedures, work samples, and pricing. The solicitation includes specified quantities for printed statements, notices, inserts, postage, programming, paper stock, and carrier and remittance envelopes, including envelope designs supplied in Exhibits A through D. Proposals must be submitted through the online bidding system; mailed, emailed, and faxed proposals will not be accepted. The resulting agreement is described as a one-year firm fixed-price contract with up to nine additional one-year renewals, subject to funding and renewal provisions.
