Description
The contractor must provide personnel, equipment, tools, materials, supervision, and quality control to perform exterior washes of Government-designated HC-130J aircraft. The requirement covers seven scheduled and three unscheduled washes per fiscal year, with performance at either of two designated hangars. Contractor responsibilities include aircraft washing in accordance with the specified technical orders, safety and environmental compliance, site cleanup, equipment accountability, discrepancy correction, and submission of a Certificate of Conformance before Government acceptance. Post-wash aircraft lubrication is excluded. The Government will furnish specified facilities, wash equipment, cleaning compounds, maintenance stands, water hookups, and other listed support. The quotation must include a five-page Technical Solution, the completed Attachment 3 Experience form for up to three relevant experiences, and the completed Attachment 4 pricing schedule covering the base year and four option years. The Government will use a comparative best-value evaluation of technical approach, experience, and total price, with an estimated five-year budget of $250,000 to $300,000. The resulting purchase order will be firm-fixed-price, and the contractor must perform the services in person; telework is not authorized.
