Description
The U.S. Wildland Fire Service is soliciting a fully contractor-operated and maintained exclusive-use Type III helicopter for 120-day seasonal operating periods supporting Mesa Verde National Park. The contractor must provide one compliant turbine helicopter, qualified pilot and relief pilot, mechanic and relief mechanic, fuel-servicing vehicle and driver, relief crew, fuel, maintenance, aviation oxygen, communications and tracking systems, safety equipment, cargo and water/retardant buckets, longlines, hooks, and other required equipment. Missions may include personnel and cargo transport, short-haul and search-and-rescue operations, STEP landings, fire suppression and monitoring, initial attack, prescribed fire, aerial ignition, limited law-enforcement surveillance and reconnaissance, and related resource activities. The resulting contract is an IDIQ with a five-year ordering period and a possible six-month extension; the stated maximum quantity is $8,000,000. Quotations are evaluated on technical capability, organizational safety, past performance, and total evaluated price. Required quotation volumes include the signed SF 1449, completed pricing schedules, aircraft questionnaires and information forms, aircraft performance and certification records, SMS documentation and questionnaire responses, and a completed past-performance information sheet.
