Description
The City of Banning is seeking a qualified consultant or consulting team to evaluate the feasibility and public support of a potential 1% general-purpose transactions and use tax measure. Initial services include election-timing and legal-feasibility analysis, coordination with county election officials and the California Department of Tax and Fee Administration, statistically valid voter research, stakeholder interviews or focus groups, revenue projections, comparative tax-structure analysis, and recommendations regarding whether to proceed and what rate and structure to pursue. Potential subsequent services, subject to City Council direction and written authorization, include drafting ordinances, resolutions, ballot materials, and tax-rate statements; developing factual, non-advocacy public education materials; coordinating election administration; supporting canvass and certification; and assisting with post-election tax implementation. Proposals must demonstrate relevant California tax-measure experience, including at least three successful local tax ballot measures within the past six years, references from at least three California public agencies, key-personnel qualifications, a task-by-task work plan, pricing for Tasks 1 through 8, and evidence of insurance. The initial agreement is for one year with four additional one-year options.
