Description
UNDP Armenia is seeking a service provider to conduct a nationwide public opinion poll of approximately 1,100 Armenian citizens aged 18 and older regarding perceptions, attitudes, and awareness of the work of the National Assembly of the Republic of Armenia. The survey must be representative of Armenia’s marzes, Yerevan, and sexes, use the UNDP-provided questionnaire and approved sampling methodology, and be administered through face-to-face interviews. The contractor must train interviewers and supervisors, obtain required permissions and ethical clearances, manage fieldwork and quality assurance, provide weekly progress reports, clean and document the data, and deliver datasets in STATA and archived formats with codebooks and tabulations. Required deliverables include an inception report with a work plan, timeline, sample design, data-collection protocols, logistical plans, informed-consent forms, and evidence of clearances; fieldwork and data reports; and a final report in Armenian and English containing crosstabulations, comparative tables, analysis, recommendations, and the Index of Parliamentary Perception. The technical proposal must address company qualifications, relevant project experience, methodology, management structure, and key personnel, while the financial proposal must be submitted separately in the portal’s sealed financial section. Award is based on a 70% technical and 30% financial evaluation, and the proposal must remain valid for 60 days after the submission deadline.
