Description
The United Nations Development Programme seeks a contractor to design and implement a nationwide perception survey in Lebanon covering two components: elections and democratic participation, and the justice sector, access to justice, and rule-of-law institutions. The assignment requires a minimum of 5,680 Lebanese respondents for both components, an additional 1,150 non-Lebanese respondents for the justice component, computer-assisted personal interviews, nationally representative sampling, and appropriate demographic and geographic coverage. The contractor must also conduct qualitative research, including at least 16 elections-related focus group discussions, 20 justice-sector key informant interviews, and 14 justice-related focus group discussions. Required services include questionnaire development in Arabic and English, fieldwork management and quality assurance, quantitative and qualitative data analysis, comparison with the prior elections survey where methodologically appropriate, anonymized datasets and documentation, final analytical reports and bilingual executive summaries, presentations, and at least 10 infographics or GIFs for each component. The assignment is to be completed within 15 weeks after contract signature, with deliverables due at 3, 10, 12, 14, and 15 weeks after signature.
