Description
The Delaware Department of Health and Social Services, Division of Social Services, seeks a contractor to conduct a statistically valid statewide survey of eligible child care providers and analyze both market prices and the cost of providing care. The work includes provider-frame development, stakeholder consultation, multi-mode data collection, response-rate management, market-rate analysis by county, provider type, age, and service unit, and cost analysis at defined base and quality levels. The contractor must assess provider participation barriers, amounts charged above family copayments, special-needs care costs, access gaps, and differences among market rates, operating costs, and Purchase of Care reimbursement rates. Required deliverables include a study design and instruments, cleaned and documented data files, market-rate tables, a cost-estimation model that DSS can operate independently, scenario and gap analyses, an integrated public report, briefings, knowledge transfer, reproducible analysis materials, and transition documentation. The initial contract term is one year with one optional one-year renewal; optional alternative-methodology support must be priced separately. Proposals must include the required vendor forms, technical and experience information, at least three comparable references completed within the past five years, and a separate fixed-price cost proposal. The newly provided pricing template itemizes Tasks 1 through 12, including project management, provider engagement, study design, data collection, market-rate analysis, cost-of-care analysis, gap and scenario analysis, reporting, briefings, and closeout.
