Description
The Defense Logistics Agency Energy is soliciting proposals for non-personal Contractor-Owned, Contractor-Operated fuel facility services at two Fort Bragg locations: East Bragg Fuel Point and the 82nd Airborne Division Fuel Point. The contractor must design and construct temporary fuel facilities, provide storage tanks, dispensers, bulk loading and off-loading points, operations buildings, utilities, backup power, security systems, emergency notification systems, and related equipment. Construction materials and systems must comply with applicable federal, state, military, fire, environmental, petroleum, and commercial standards, including domestic-content requirements for specified construction materials. The contractor will receive, store, transfer, issue, and distribute F24, ULSD, and motor unleaded regular fuel; manage inventory and accounting; perform fuel quality surveillance and testing; maintain facilities, equipment, grounds, and buildings; provide staffing, training, safety, security, environmental protection, spill response, permits, reporting, and contingency support; and prepare detailed plans covering staffing, training, operations, inventory accountability, quality control, safety, security, environmental protection, maintenance, contract compliance, property restoration, and contingencies. The facilities must support 24/7 retail dispensing, weekday bulk operations, recorded video surveillance, emergency response integration, and eventual removal and restoration of the sites. The 82nd Airborne Division location includes active underground sewer infrastructure and protected mature trees that must be incorporated into the design and construction approach.
