Description
Cumberland County requires onsite fuel supply services at the Ann Street Landfill and Wilkes Road Processing Facility. The contractor must provide and install double-walled above-ground storage tanks, pumps, and a fuel-consumption tracking system; continuously monitor tank levels; and deliver fuel to both sites, including same-day, Saturday, and emergency deliveries during non-typical business hours when needed. The required products include approximately 175,000 gallons annually of off-road ultra-low sulfur diesel fuel, 25,000 gallons of on-road diesel, 7,500 gallons of unleaded gasoline, and 5,200 gallons of diesel exhaust fluid. Addendum I requires the contractor to provide a 200-gallon tank and electric pump at Ann Street, relocate existing tanks as necessary, and ensure DEF is pumped at both facilities, including conversion of the Wilkes Road system to pumping. The bid must address equipment, maintenance, fuel pricing, delivery and miscellaneous costs, emergency fuel-supply procedures, service response times, approach, and experience with comparable projects. The contract has an initial three-year term with up to two additional one-year renewal terms and will be awarded to the lowest responsive, responsible bidder.
