Description
Cumberland County and the Fayetteville Area Metropolitan Planning Organization (FAMPO) are soliciting a qualified firm or team to update the FAMPO 2055 Metropolitan Transportation Plan (MTP) and Congestion Management Process (CMP). The work includes project administration; public and stakeholder engagement; socioeconomic data development and projections through 2055; use of the NCDOT Travel Demand Model; scenario and project evaluation; multimodal transportation planning; resilience analysis; financial planning; environmental and agency coordination; and preparation of draft and final MTP and CMP documents, maps, GIS data, technical memoranda, and an MTP compliance checklist. The consultant must meet applicable North Carolina Department of Transportation prequalification requirements for the requested transportation-planning disciplines. Subconsultants are permitted. Letters of Interest must be submitted electronically as PDF files by 5:00 p.m. on October 9, 2026, and are limited to 25 pages, excluding the cover letter, resumes, and RS-2 forms. The project budget is $500,000 in the FY 2027 Unified Planning Work Program. The proposed contract period is 18 to 24 months, with an option to renew if needed, or until December 1, 2028; the completed MTP and CMP are due November 1, 2028. Addendum I clarifies that firms may list MTP, CMP, and socioeconomic-data experience from outside North Carolina in the Experience with Similar Projects section.
