Description
The Metropolitan Transportation Commission seeks a consultant or consultant team to collect comprehensive information on travel throughout the nine-county Bay Area, including trip purposes, travel modes, frequency, and origin-destination patterns. The study must use a primarily smartphone-based travel diary survey, supplemented by web and/or telephone methods, to obtain a statistically representative sample of Bay Area households. Use of a survey app is required; crowdsourced mobility data may be proposed only as a supplemental source, not as an alternative to the required survey methodology. The resulting data will support regional transportation planning, travel demand modeling, and analysis of evolving travel patterns. The scope includes survey instrument refinement, app configuration, participant recruitment, incentives, survey implementation, quality assurance, data processing, weighting and expansion, reporting, and dissemination. The solicitation requires a Technical Proposal, Travel Data Collection App Description, Resumes, at least one relevant Work Sample, a Microsoft Excel Cost Proposal, and required forms.
