Description
The Department of the Air Force is soliciting proposals for an Enhanced Use Lease involving approximately 500 acres at Davis-Monthan Air Force Base. The selected lessee would obtain a long-term ground sublease for private commercial, non-Federal use and would be responsible for financing, permitting, developing, constructing, installing, owning, maintaining, and operating the proposed improvements. The Government may select one or more potential lessees and will negotiate lease terms after evaluating the proposals. Development is subject to significant obligations, including relocating and constructing a new Combat Arms Training and Maintenance facility at the lessee’s sole cost and expense. The facility must include two 50-meter small-arms ranges for 5.56mm and 9mm training, an 800-meter range for up to 7.62mm training, range-control and instructor facilities, a 10,000-square-foot administration/classroom/armory facility, berms, baffling or other projectile-containment measures, lighting, fencing, and related infrastructure. Proposals must address the commercial project concept and market feasibility, development and construction approach, site and utility plans, environmental management, operations and maintenance, security and emergency services, proposed consideration to the Government, financial capability, relevant experience, financial pro forma, and an integrated project schedule. The response is limited to 40 pages for the narrative and related materials, with a separate Microsoft Excel financial pro forma; collective submissions may not exceed 10 megabytes.
