Description
The City seeks recurring utility-billing production and mailing services, including secure processing of its weekly billing files, address validation and updates, presorting, printing, inserting, postage, and delivery to the U.S. Postal Service. The estimated volume is 6,000 documents per month, with actual quantities and frequency varying according to the City's needs and no guaranteed minimum volume. The contractor must provide paper, envelopes, inserts, printing supplies, and other materials, and designate an account manager to coordinate production and mailing schedules. The scope includes standard black-and-white bills and notices, optional color printing and additional pages or inserts, return and outgoing envelopes, and flat envelopes for multiple-page statements. The contractor must protect customer data and use secure file-transfer methods approved by the City. The bid requires a completed and signed Bid Cover Sheet and Bid Sheet, a completed Reference Submittal Form, and completed PlanetBids line items; the Local Vendor Preference form is conditional. A sample agreement is included, but it is to be executed after award. Insurance certificates are required upon award, not with the bid.
