Description
The State of Connecticut Department of Administrative Services, through its Construction Manager at Risk, PDS Engineering & Construction, Inc., is soliciting sealed electronic bids for subcontractor bid packages supporting heating and cooling upgrades at Cheshire Correctional Facility. The work includes construction of a new boiler house; replacement of HVAC equipment at Webster Institution and Manson Youth Institution; replacement of underground heating hot-water and chilled-water site distribution systems; and replacement of heating hot-water and chilled-water distribution systems serving air-handling units in occupied buildings. The project is phased to maintain facility heating and cooling services and minimize shutdowns. Bidders must submit their entire bid package and comply with applicable Connecticut DAS certification and prequalification requirements. A signed Non-Disclosure Agreement is required before receiving the bidding documents. Mandatory pre-bid conferences and walkthroughs are scheduled by bid package, and attendees must obtain advance security clearance. The bid must include the specified proposal forms, certifications, affidavits, bid security, and participation documentation. A bid bond or certified check generally equal to 10% of the bid is required for qualifying work, with payment and performance bonds required from the successful bidder at the stated thresholds.
