Description
The Connecticut Department of Transportation is soliciting construction bids for installation and revision of traffic control signals at ten intersections in Chaplin, Griswold, Ledyard, New London, Norwich, Old Saybrook, and Plainfield. The work includes traffic signal poles, mast arms, foundations, signal heads, pedestrian signals and accessible pedestrian detectors, controllers, emergency-vehicle preemption, vehicle detection systems, lighting, signs, pavement and sidewalk work, traffic control, utility coordination, and removal or relocation of existing equipment. The project requires bidders to be prequalified in Work Classification 13—Traffic Control and Illumination/Electrical. The contract allows 482 calendar days for completion and includes a 5% Small Contractor/Small Contractor Minority Business Enterprise participation requirement, a 5% DBE goal, a bid bond equal to at least 30% of the bid or a current annual bid bond, prevailing-wage compliance, and Buy America requirements. The apparent low bidder must provide applicable DBE/SBE documentation after bid opening. Electronic bidding is required through Bid Express after CTDOT approval, and the bid bond must also be emailed to dotbid@ct.gov before bid opening.
