Description
The Connecticut Housing Finance Authority seeks written proposals from qualified firms to redesign and replace its public-facing website with a modern, secure, scalable, accessible, responsive, and user-centered digital platform. The scope includes discovery and strategic planning, UX and graphic design, information architecture, CMS development, enterprise search, document libraries, archives, alerts, blogs, calendars, online forms and applications, interactive calculators, video support, systems integration, content strategy and migration, SEO, testing, launch, and staff training. The selected firm must provide managed cloud hosting with high availability, a minimum 99.9% uptime service level, security monitoring, threat detection, vulnerability management, encryption, backups, disaster recovery, secure development and production environments, and ongoing technical support. Proposals must address accessibility compliance with WCAG 2.1 Level AA and applicable ADA Title II, Section 508, and state requirements, including testing and remediation. Respondents must provide project approach and timeline, team qualifications, similar website examples, pricing and recurring costs, SLA options, warranty and maintenance terms, security documentation including a current SOC 2 Type II report or equivalent, Connecticut presence, required representations and certifications, and at least three references for similar and substantial services. CHFA may select multiple firms.
