Description
Allegheny County Department of Human Services is soliciting proposals for a re-procurement of Family Preservation Services. The service lines include case management; agency-delivered home management; kin-delivered home management; Nurturing Skills for Families; Triple P Level 4 Standard and Level 4 Teen; and a structured parent-teen conflict resolution model. Proposers may submit separate responses for individual service lines, with up to six responses permitted. The procurement is open to new and existing providers and anticipates multiple providers for each service. Case management providers must implement the Functional Family Therapy–Child Welfare Low Risk Track, with proposers estimating training costs at $5,000 per case-carrying staff member and supervisor. Services will support families referred by a Department of Human Services entity, including eligible prevention and diversion cases, and will be funded through Act 148 rather than Medicaid. The response narrative limit is 10 pages, excluding pages 1 through 3, and all proposals are due by 3:00 p.m. on September 10, 2026. Current providers must respond to be considered for continued funding after fiscal year 2026–27.
