Description
The State of Alaska Department of Corrections is soliciting proposals for multiple contracts to provide 21 Mental Health Clinicians across 13 correctional locations. Clinicians will provide full-time, primarily on-site behavioral health services, with limited as-needed telehealth, including screening and assessment, diagnosis, treatment planning, individual and group therapy, crisis intervention, case management, release planning, documentation in the electronic health record, segregation-unit rounds, quality assurance, and coordination with medical, psychiatric, reentry, and security personnel. Clinicians must also facilitate department-approved suicide-prevention training and comply with correctional-facility security, confidentiality, PREA, HIPAA, NCCHC, and other applicable requirements. The solicitation anticipates at least two and up to four awards. Offerors must demonstrate at least five years of behavioral health staffing experience in a correctional setting, provide qualified and appropriately licensed or license-eligible clinicians, submit staffing and backfill plans, and provide resumes, references, organizational information, methodology, management plan, and a completed cost proposal. Subcontractors are permitted subject to stated identification and approval requirements. The contract is firm fixed-price, with a base period from January 1, 2027, through June 30, 2027, and three optional one-year renewals through June 30, 2030.
