Description
The Fairbanks North Star Borough is soliciting proposals from qualified firms or individuals to develop a practical, data-informed Comprehensive Parks and Recreation Plan covering a 20-year planning horizon. The selected consultant will establish a long-term vision, goals, strategies, and customized level-of-service standards; inventory and assess parks, facilities, programs, operations, conditions, access, and service gaps; and incorporate GIS analysis, community input, stakeholder engagement, and comparisons with similar communities. The scope includes a public participation strategy, existing-conditions and needs-assessment reports, a draft and final comprehensive plan, a prioritized capital improvement and investment strategy with planning-level cost estimates and funding scenarios, implementation and operational recommendations, and technical support during adoption. The consultant must conduct public meetings and engagement activities, present materials to boards and commissions, and support the adoption process. Proposals are limited to 24 total pages, with separate technical and cost submissions; the cost proposal must be submitted separately.
