Description
The Matanuska-Susitna Borough is seeking a qualified environmental science consultant for the first phase of investigating PFAS contamination at and near Public Safety Building 6-5. The work includes a comprehensive well search; development of an Alaska Department of Environmental Conservation- and Borough-approved water sampling plan; sampling and laboratory analysis of approximately 50 public and private drinking-water systems, with additional samples available on a time-and-materials basis; property-owner coordination; groundwater contamination and plume evaluation; and preparation of draft and final investigation reports. The consultant must perform the work in accordance with applicable Alaska environmental requirements, including 18 AAC 75.333 and 18 AAC 75.335, coordinate with the state environmental agency, and provide analytical reports, work-plan and groundwater-analysis reports, digital drawings and exhibits in source format, and GIS files. Draft reports are electronic; the final report requires one hard copy plus digital copies. The quote form requires pricing for the work-plan, sampling, property-owner coordination, groundwater evaluation, reporting, additional sampling, and additional services. The anticipated schedule runs from October 2026 through February 2027, with later site-characterization and mitigation phases to be procured separately.
