Description
This Sources Sought/Request for Information seeks industry feedback on delivery methods and contracting vehicles for a major military construction project to consolidate munitions storage operations at Eielson Air Force Base. The anticipated work includes design and construction of a warm-storage vehicle facility, cold inert munitions storage, four heated four-bay munitions magazines, a munitions production facility, concrete aprons and pads, and related site improvements. The project also includes demolition and debris removal for existing munitions storage facilities and supporting infrastructure, including reinforced-concrete storage igloos, a utilidor, communications tower, and fire-water tank. The project has an estimated target budget of $196.4 million and an anticipated period of performance from fiscal year 2027 through fiscal year 2031. The questionnaire requests feedback on site and environmental risks, permafrost and groundwater conditions, contamination, construction phasing, delivery methods, OTA versus FAR-based contracting, schedule, bonding capacity, cost drivers, and evaluation strategy. This is pre-solicitation market research and not a request for proposals for contract award.
