Description
The City and Borough of Juneau is seeking professional consulting services for Juneau International Airport's integrated Airline Use and Lease Agreement and financial-framework project. The selected consultant will evaluate existing airline agreements, cost allocations, rates and fees, and financial methodologies; develop negotiation strategies; assist with successor ULA negotiations with Alaska Airlines, Delta Air Lines, and other airlines; and help translate agreed business terms into executable documents. The scope includes modernizing airport cost centers and rate-setting methodologies, developing an accessible and editable Microsoft Excel financial model with scenario analysis and forecasting, supporting FY28 budget and rates implementation, preparing negotiation and stakeholder materials, training airport staff, and providing at least two years of post-implementation support. The proposal must include a single PDF response, a signed transmittal letter, a technical approach and management plan, organizational information, relevant airport-side ULA experience, resumes, three recent project references, and a detailed fee proposal. The estimated project budget is $90,000 to $100,000, and the initial contract term is 12 months with potential extensions, subject to a maximum term of five years.
