Description
The National Oceanic and Atmospheric Administration is soliciting a firm-fixed-price vessel charter to recover one deployed SWOT surface buoy and replace it with a new NOAA-furnished buoy near 34.02°N, 120.09°W, approximately 60 nautical miles west of Santa Barbara, California. The contractor must provide the vessel, crew, labor, equipment, materials, fuel, transit, and loading and offloading of NOAA scientific equipment during the period of performance from October 14 through December 31, 2026. The vessel must be United States-flagged, have current U.S. Coast Guard inspections and endorsements, maneuver safely at approximately one knot, and include either a crane or an A-frame capable of handling the buoy and mooring gear. A crane must have a safe working limit of at least 5,000 pounds and sufficient outboard reach. The vessel must provide approximately 3 meters by 3 meters of deck space for the recovered buoy and mooring gear. Two NOAA personnel will join the vessel to oversee and assist with recovery and deployment. Quotes will be evaluated using lowest-price, technically acceptable procedures, including technical approach, relevant experience, and price.
