Description
Volusia County is soliciting bids for recurring artificial reef deployment services. The contractor must provide an American Bureau of Shipping-rated deck barge with at least 500-ton capacity, an appropriately sized ocean-going tug, heavy equipment, vessels, and manpower to load County-provided reef materials at the artificial reef yard, transport them offshore, and accurately deploy them at County-provided GPS locations. Deployment areas include multiple permitted reef sites approximately 2.5 to 33 nautical miles offshore, with materials including concrete structures, steel structures, rubble, and other approved reef materials. The contractor must prepare cargo manifests for each load, comply with applicable Army Corps of Engineers and Florida Department of Environmental Protection permits and maritime laws, maintain safe navigation and communications, double-anchor the barge at deployment sites, avoid nighttime deployment, and complete deployments within 90 days of County notification. Pricing is requested per 300-ton load, with an initial three-year agreement and two optional one-year renewals. Required response materials include the County submittal form, W-9, proof of insurance, applicable professional licenses, corporate registration documentation, references for three similar projects completed within the last three years, and other required certifications and attestations.
