Description
The 356th Expeditionary Theater Support Group requires commercial line-haul and heavy-equipment transportation services across Guam. The contractor will provide personnel, equipment, tools, materials, supervision, and non-personal services to transport tactical and non-tactical vehicles, tracked machinery such as bulldozers and excavators, associated gear, and general freight cargo to, from, and between military installations, ports, airports, and designated maintenance yards. Operators must hold applicable Guam commercial driver's licenses and federal Department of Transportation certifications, pass required background checks for base access, and comply with Federal Motor Carrier Safety Administration and Department of Transportation cargo-securement standards. The contractor must use properly rated Grade 70 or Grade 80 chains with ratchet binders, perform required shoring, bracing, blocking, and cribbing, and obtain and submit digital PDF Department of Public Works oversized/overweight permits before each applicable movement. This presolicitation is not a request for quotations; interested vendors must submit a capability response, including company details, fleet capabilities, licensing and access compliance, permitting capability, and a performance capability statement of no more than two pages.
