Description
The Defense Logistics Agency Energy is soliciting a contractor to receive, transport, protect, and discharge Government-owned JP-5 aviation turbine fuel from Defense Fuel Support Point Houston, Texas, to designated U.S. Government vessels at Muelle Fiscal Kilometro 2 in Progreso, Mexico. The estimated requirement is up to 20,000 U.S. gallons per month, or up to 240,000 gallons annually, with actual quantities and delivery dates established through delivery orders. The contractor must provide all management, qualified and licensed personnel, tank trucks and/or ISO containers, hoses, fittings, pumps, permits, customs clearances, security measures, insurance, and related equipment and incidentals. The scope includes cross-border transportation, customs and port-entry activities, vessel offload, fuel-quality and quantity accountability, delivery documentation, and compliance with U.S. and Mexican requirements. Required offload equipment includes 2.5-inch hoses at least 150 feet long and D1-R fittings or an authorized alternative. Quotes must include a technical capability submission and completed pricing for transportation and authorized standby/demurrage services.
