Description
The Fish & Wildlife Foundation of Florida is soliciting a qualified marine contractor to acquire or access, load, transport, and deploy 60 industrial cable reels at 14 permitted patch reef locations in Bay County, Florida. The reels include 24 large units measuring approximately 9.8 feet in diameter and weighing 4,060 pounds each, and 36 smaller units measuring approximately 8.3 feet in diameter and weighing 2,760 pounds each. Work includes providing all personnel, vessels, vehicles, equipment, protective equipment, logistics, anchoring or positioning systems, GPS-based placement, and compliance with applicable permit and Coast Guard requirements. The contractor must submit a detailed transportation and deployment plan, including schedules, methodology, vessels and equipment, resources, GPS and positioning methods, subcontractor information, references, prior artificial reef deployment experience, and fully burdened pricing. The contractor must provide at least three similar project references and evidence of at least three artificial reef deployment experiences. Deployment must be completed before December 31, 2026, and all reels must be deployed or moved from the staging site by November 17, 2026. Insurance is required, including general liability, workers' compensation or applicable maritime coverage, automobile liability, and marine business liability for vessel services. Subcontracting is permitted, subject to disclosure and approval requirements.
