The United States Coast Guard is conducting a Sources Sought/RFI to identify qualified sources capable of providing U.S.-flag, coastwise-qualified vessels, competent officers and crew, vessel equipment, transportation, and supervision for domestic ice-breaking operations in the Great Lakes. Operations are expected from January 2 through April 1, 2027, with vessel availability of up to 12 hours per day during daylight hours. Potential operating areas include the St. Marys River, Straits of Mackinac, Lake Michigan, northern and southern Lake Huron, and Lake Erie. Respondents should provide company information, UEI and CAGE code, business size, vessel specifications and qualifications, Certificate of Inspection details, coastwise status, dimensions, fuel capacity and endurance, crew accommodations and manning, Coast Guard ship-rider accommodations, ice-breaking capability, seven-day food and fuel endurance, availability by January 2, 2027, relevant experience, constraints, and optional non-binding cost information. The vessel should be capable of breaking at least 12-inch first-year freshwater ice, with an ideal capability of up to 36-inch ice, and must accommodate the stated 18-foot navigational draft and 13-foot-6-inch actual draft.
