Description
The Edinburg Economic Development Corporation is soliciting proposals from qualified planning, urban design, economic development, transportation, landscape architecture, and related consulting firms to prepare an updated and implementation-focused Downtown Master Plan. The selected consultant will evaluate existing conditions and prior planning efforts; assess market, economic, land use, transportation, parking, infrastructure, streetscape, historic, and cultural conditions; refine the downtown study boundary; identify redevelopment and infill opportunities; and establish a community-supported vision, goals, and measurable objectives. The scope includes project management, public and stakeholder engagement, market and data analysis, placemaking and public-realm recommendations, business and economic development strategies, parking and mobility analysis, land-use and redevelopment concepts, streetscape and infrastructure recommendations, historic preservation and adaptive reuse strategies, and a detailed implementation program. Deliverables are expected to include a comprehensive master plan, executive summary, engagement summary, analyses, market assessment, redevelopment concepts, mobility and streetscape recommendations, maps and graphics, a capital improvement and implementation plan, editable digital files and PDFs, GIS data compatible with ArcGIS Pro 3.7 or higher, and presentations to applicable boards, committees, governing bodies, and stakeholder groups. Proposals must include firm and team qualifications, approach and work plan, schedule, relevant project examples, at least five comparable client references, detailed pricing, conflicts disclosures, and other requested information.
