Description
The City of Edinburg is soliciting proposals for a master services agreement covering preventive maintenance and outside vendor services for its Municipal Solid Waste and departmental support fleets. The scope includes quarterly heavy-duty fleet PM services, mechanical, hydraulic, electrical, HVAC, drivetrain, brake, suspension, structural and welding repairs, seasonal readiness and thermal audits, on-site mobile servicing, and 24/7 heavy-duty towing, landfill recovery, and emergency roadside response. Vendors must support Class 8 refuse vehicles, support trucks, UTVs/ATVs, small-engine equipment, and landfill machinery. Requirements include OEM-compliant parts and fluids, VMRS coding and Standard Repair Time billing, ISO/IEC 17025 fluid analysis, EPA Section 609 HVAC compliance, a maximum Cost + 10% parts markup, specified response and turnaround times, qualified technicians, and a mandatory fleet/site verification before pricing. Proposals may cover the full scope or selected operational sections, and the City may make a single or split award.
