Description

Denver Public Schools is soliciting a secondary literacy intervention program serving grades 6–8, with potential expansion to grades 9–12. The selected program will function as a primary Tier 3 intervention resource and must include a coherent, evidence-based literacy scope and sequence addressing phonics and decoding, fluency, vocabulary, text comprehension, written expression, and spelling/encoding. Required capabilities include scripted teacher-led lessons delivered in person, teacher-guided and independent practice, diagnostic and continuous progress monitoring, culturally and linguistically sustaining materials, Spanish parity, differentiation for multilingual learners, students with disabilities, and advanced learners, and alignment with district instructional practices. The solution must also include a computer-adaptive platform with direct instruction, practice, progress monitoring, and teacher resources connected to student data; integration with district systems such as PowerSchool, SSO tools, Schoology, Infinite Campus, and Illuminate; and compliance with WCAG accessibility requirements, Colorado student-data and AI laws, and district privacy and security requirements. The supplier must provide curriculum materials, manipulative kits, digital access, implementation planning, professional learning, in-person and job-embedded coaching, train-the-trainer support, logistics, delivery, kitting, barcoding, labeling, customer service, and technical support. Pricing must be submitted using the provided pricing workbook, and the proposal must include the required narrative, forms, security questionnaire, accessibility documentation, references, implementation plan, and insurance certificate.
