Description
The Wyoming Department of Education is seeking proposals from contractors to develop and provide professional development and technical assistance on special education topics for department staff and local education agency administrators, educators, and related stakeholders. Activities must align with the Individuals with Disabilities Education Act, applicable federal guidance, and Wyoming requirements; follow adult-learning principles; support statewide and local needs; and include monitoring of delivery fidelity and efforts to build internal capacity. Training may be delivered virtually or in person, and contractors must coordinate with department staff, designate a single point of contact, and provide training materials that become the department's property when specialized for it. Proposals must include a technical proposal addressing the proposer’s background and experience, key personnel resumes, client and staff references, and a project work plan, along with a separate cost proposal. Pricing covers full-day, half-day, and up-to-two-hour virtual and in-person training, production of materials or documents, an all-inclusive project price, and an hourly rate for requested changes. Multiple contractors may be awarded contracts, with a total contract period not to exceed four years if extended annually.
