Description
The Department seeks a provider to design, develop, and operate a 28-bed moderate-risk residential commitment program for girls ages 13–18 who require intensive mental health treatment. The program must provide 24-hour supervision and custody, mental health and substance abuse treatment as applicable, health and nursing services, evidence-based delinquency interventions, and rehabilitative justice programming. The scope also includes academic services, career and technical education, recreation, transition and discharge planning, transportation, and coordination with families and community services. The provider will submit a technical proposal, a detailed staffing and service plan, a program and facility readiness plan, a budget, financial viability documentation, and past-performance information. Proposals must include both electronic and hard-copy submissions. The contract is expected to run from September 1, 2027, through August 31, 2030, with renewal possible.
