Description
The Pinellas Suncoast Transit Authority is seeking a qualified vendor to provide a secure, reliable, cloud-based, fully hosted, ad-free, two-way SMS messaging platform with a new short code. The solution must allow riders to text stop identification numbers and receive real-time bus arrival information, support refresh requests, mass service alerts, rider subscriptions, all major U.S. carriers, GTFS-RT integration, monthly usage reporting, a dashboard, 99.9% uptime, applicable privacy and security requirements, and security-incident notification within 24 hours. The vendor must provide short-code provisioning, implementation, testing, monitoring, technical support, licensing, professional services, and two one-hour training sessions. The response must include the required forms, current certificate of insurance, subcontractor utilization information, anti-human-trafficking affidavit, technical proposal, and completed price schedule. The technical proposal is evaluated on firm qualifications and references, software features and capabilities, implementation planning, and price. The vendor must describe at least three comparable projects and provide at least three references using the provided Reference Questionnaire. The contract is structured as a one-year term with four additional one-year options, for a maximum five-year duration.
