Description
Imperial County Department of Public Works is soliciting quotations from qualified vendors for the as-needed supply of 1/2-inch HMA Type A hot mix asphalt, or the specified equivalent, for use by its Field Operations Division. Materials must comply with the 2024 Standard Specifications for Public Works Construction (Greenbook) and applicable Caltrans standards. Reclaimed asphalt pavement is prohibited. The vendor must load material onto County-owned or contracted transport trucks, accommodate pickups within 48 hours of notification, and provide material availability through 3:30 p.m. on operating workdays. Vendors must be located within 30 miles of Imperial County limits because of the material's short shelf life. No installation, construction, labor, removal, site work, or other public works services are included. The contract will run through the end of fiscal year 2026–2027, unless materials are exhausted sooner. The County may issue one or more purchase orders and establish a pool of qualified vendors. The aggregate funding available is $4 million, although no minimum quantity or expenditure is guaranteed to any vendor. Vendors must submit unit pricing per ton and sales tax through the designated electronic vendor portal. The required Exhibit A bid sheet must be completed without changes and signed by the bidder. The County may evaluate vendor location, material availability, response time, past performance, and overall value, and may test materials at the plant or at the haul destination.
