Description
Ellis County is soliciting bids for an annual term contract covering the purchase and delivery of multiple liquid and emulsified asphalt products, including cationic and anionic emulsions, cutback asphalts, asphaltic concrete binders, polymer-modified products, prime coats, diluted asphalt emulsions, and all-weather chip-seal or pothole-patch emulsions. Materials must meet current Texas Department of Transportation Item 300 specifications and originate from sources listed on the TxDOT Material Producer List or be supported by an accredited laboratory certification report. The awarded vendor must deliver to designated county precinct locations and job sites throughout Ellis County, provide insulated heated tanker capacity, maintain required delivery temperatures, give advance delivery notice, provide delivery tickets and batch information, and support quality testing. Paper-only brokers and third-party logistics entities without direct control of refinery supply or dedicated thermal transport fleets are nonresponsive. The solicitation also requires product technical and safety data sheets, insurance documentation, tax and conflict-of-interest forms, Form 1295, references, and other vendor certifications.
