Description
Ellis County is soliciting bids for a one-year term contract, with four one-year renewal options, for the purchase and delivery of dense-graded Hot Mix Asphalt Concrete under TxDOT Item 341, Types A, B, C, D, and F. Bidders must provide plant-pickup and/or delivered pricing for five county precinct locations, along with rates for demurrage, minimum-order freight, mileage surcharges, and optional discounts on unlisted catalog items. Materials must meet applicable TxDOT specifications and originate from sources listed on the TxDOT Material Producer List or approved under the Aggregate Quality Monitoring Program. Bidders must identify production plant locations, maintain or control dedicated insulated and tarped hauling capacity, and be capable of delivering throughout Ellis County; paper-only brokers and logistics providers without direct operational control of production facilities or verified hauling assets are nonresponsive. Required response information includes bid pricing, company and contact information, three similar-size and similar-scope references, a current TxDOT-certified Job Mix Formula and quality-control data, TxDOT plant or producer prequalification, required certifications and forms, and proof of insurance.
