Description
The Administration for Children's Services seeks experienced providers to deliver alternative-to-placement and placement aftercare services to justice-involved youth ages 12–17 and their families. Services use Multisystemic Therapy (MST) and, in two competition pools, its psychiatric adaptation (MST-Psych). The program is intended to help youth remain safely at home or transition back to the community through intensive, evidence-based, family- and community-based treatment. Providers must be licensed in the MST model and meet specified experience qualifications; a signed licensure confirmation letter from MST Services is required. The solicitation has three competition pools: Bronx and Manhattan, Brooklyn and Queens, and Staten Island. Proposers applying to multiple pools must submit a separate complete proposal for each. The scope includes home-based services, crisis response, collaboration with courts and community organizations, and required staffing and program supports. Subcontracting is allowed for ancillary services subject to agency approval and a 25% cap, but the prime contractor must directly deliver core MST services. The anticipated term is July 1, 2027, through June 30, 2030, with two optional three-year renewals. The solicitation anticipates three contracts and states total maximum available funding of $16,543,326.
