Description
The Department of Citywide Administrative Services is seeking qualified contractors under three service options: job analysis, test development, scoring, and study guides; in-person computer-based administration of multiple-choice tests; and online computer-based multiple-choice test administration with online proctoring. Services include job analyses, examination and item development, test validation, post-test and adverse-impact analyses, scoring and rescoring, appeals support, study-guide development, secure test-site or online-platform operations, candidate identification, proctoring, technical support, reporting, and secure handling and destruction of confidential examination materials. The City anticipates awarding up to six contracts: three for Service Option 1, one for Service Option 2, and two for Service Option 3. Proposers may submit for one or more options but must submit a separate, complete proposal for each option. The anticipated contract term is three years from the written Notice to Commence, with a possible additional three-year renewal and a possible 365-day extension. Total anticipated available funding is $3,000,000 across the awarded contracts, allocated among service areas by DCAS. Proposals must be submitted through PASSPort and include the required cover letter, price proposal, minimum qualification materials, technical proposal, Schedule B materials where applicable, and required certifications and acknowledgments.
