Description
The City of Cotati is seeking a qualified independent firm with public-sector compensation experience to conduct a comprehensive compensation study for up to 15 City positions, including the City Manager. The study will compare salary ranges, benefits, retirement provisions, paid leave, incentives, allowances, and other material compensation components against substantially comparable positions in eight specified local jurisdictions. The contractor must independently collect and verify current comparator-agency data, document position matches and assumptions, identify variances, and explain exclusions or unavailable information. Deliverables include a kickoff meeting and work plan, position-matching crosswalks, an editable Excel workbook with source-linked inputs, formulas, assumptions, calculations, salary and total-compensation comparisons, variance explanations, and supporting source documents. The contractor will provide up to two draft-review meetings and must not negotiate on behalf of the City or a bargaining unit. Proposals must include the requested qualifications, staff information, methodology and schedule, sample reporting, references, required forms and statements, subcontractor or third-party provider information, and a fixed-fee or not-to-exceed price proposal.
