Homeland Security Investigations requires access to a firing range and law enforcement training facility for quarterly firearms qualifications and defensive tactics training for 115 special agents. The facility must support at least five training sessions per quarter, with at least 10 firing lanes per session, a minimum 50-yard range capable of supporting .223-caliber burst-fire rifle, shotgun, and handgun use with lead-based ammunition, and training activities such as movement between firing positions, drawing from the holster, firing while moving, rapid firing, and switching between pistols and long arms. The facility must also provide a firearms cleaning room, clearing area or clearing barrel, required barricades, and an indoor modular training area configurable for force-on-force and close-quarters-combat scenarios. The anticipated firm-fixed-price contract has a 12-month base period and four 12-month option periods.
