Description
The Idaho Department of Health and Welfare is seeking a contractor to support the Idaho Tobacco Project through management of two Department-hosted websites, tobacco and electronic smoking device retailer permitting, statewide enforcement inspections, retailer education, data management, evidence handling and disposal, inspection appeal assistance, and annual Synar compliance reporting. The contractor will support approximately 1,800 retailers, conduct at least one inspection per retailer annually plus additional targeted inspections, maintain inspection and permit records, provide retailer training and educational materials, and manage required reports and communications. The scope also requires inspection-team recruitment, background checks, training, supervision, and field support; website maintenance and technical support; disaster recovery and work plans; compliance with applicable Idaho and federal requirements; and participation in meetings and presentations. The anticipated initial contract term is five years, from January 1, 2027, through December 31, 2031, with total extensions not anticipated to exceed five years. Proposals must include a Technical Proposal and a five-year cost proposal, along with the required signature, cover, amendment-acknowledgment, and applicable trade-secret materials.
