Description
Boise State University is seeking one or more consultants to support federal research strategy and business development. The scope includes monitoring and assessing federal programs and solicitations; developing strategic priorities and positioning; identifying and facilitating partnerships with universities, laboratories, industry, nonprofits, and public entities; supporting meetings with federal representatives and potential partners; and reviewing concepts, white papers, presentations, and up to two full proposals during each contract period. Required deliverables include prioritized opportunity lists, written opportunity assessments, engagement plans, status reports, strategy updates, and annual summaries. Proposals must address the complete scope and include organizational experience and qualifications, a draft project management plan, three similar professional references, a completed cost proposal, and the required university signature page. The initial contract term is six months, with mutually agreed six-month extensions up to a maximum total term of three years. The university anticipates one or more nonexclusive awards and does not guarantee any minimum volume, spend, or duration.
