Description
Public Service Company of Colorado, an operating subsidiary of Xcel Energy Inc., is soliciting proposals for firm capacity and energy resources. Proposals should generally cover July 1 through September 30, 2027, although PSCo will consider shorter or longer terms provided that each proposal covers at least one calendar month. Offered quantities must be between 25 MW and 200 MW. Non-firm energy resources will not be considered, but proposals may rely on firm, conditional firm, or non-firm transmission arrangements, with separate bids requested for supply relying on non-firm transmission. Preferred products, in order, are tolling agreements, dispatchable block energy, and block energy; alternative structures may also be considered. Bidders must provide quantity, pricing, term, location, restrictions, transmission limitations or curtailment risks, transmission support, and any fixed monthly charge. Preferred delivery points are Craig, Ault, Fort Lupton, Midway, and Four Corners, although alternative points may be proposed. PSCo expects transactions to use WSPP Firm Schedule C or a similar agreement, and successful bidders may need to provide documentation concerning transmission arrangements and deliverability for resource adequacy purposes.
